What is the GST registration turnover threshold for goods vs services?
For goods suppliers the threshold is ₹40 lakh in normal States (₹20 lakh in special-category States). For service providers it is ₹20 lakh in normal States (₹10 lakh in special-category States). The thresholds were notified in Notification 7/2019-CT and remain unchanged as of FY 2026-27.
Do I need GST registration for inter-State supply below the threshold?
Yes. Section 24 of the CGST Act requires every inter-State supplier to register irrespective of turnover threshold. There is no exemption for inter-State supply.
What about e-commerce sellers?
Sellers on Amazon, Flipkart, Meesho and similar platforms must register before listing. The e-commerce operator is also required to collect TCS at 1% (0.5% CGST + 0.5% SGST or 1% IGST).
Can I register voluntarily before crossing the threshold?
Yes. Voluntary registration is allowed at any turnover. The benefits include input tax credit (ITC) on inter-State purchases and the ability to issue tax invoices to B2B customers.
What is the penalty for non-registration?
Section 122 of the CGST Act prescribes a penalty of ₹10,000 or the tax amount due, whichever is higher. Continued non-registration can attract prosecution under Section 132.
